Vessel operators are advised that a Special Event pursuant to Section 12(2) of the Marine Safety Act 1998 is to be held on the Richmond River between the Court Street Road Bridge and Sussex Street, at Woodburn from 9:00am to 6:00pm on Saturday 14 October 2017.


Due to the potential to affect the safety of navigation, Roads and Maritime has granted an Exclusive Use Aquatic Licence to the Woodburn Event Team Incorporated to conduct the event, and an Exclusion Zone (‘the Zone’) will be established on the navigable waters of the Richmond River from a location adjacent to Sussex Street extending approximately 600 metres upstream to the Court Street Road Bridge, Woodburn between the above times. The Zone will be marked with a series of high visibility buoys with safety and monitoring craft in attendance.


Roads and Maritime advise that in relation to the Zone:

  1. Persons within the vicinity of the Zone must comply with any directions given by any Boating Safety Officer or Police Officer in relation to the Special Event or to marine safety. Failure to comply with any such direction is an offence (Marine Safety Act 1998, s.15A - Maximum Penalty $3,300.00).
  2. No unauthorised vessels are permitted to enter the Zone and to do so may be an offence (Marine Safety Act 1998, s.12(5) - Maximum Penalty $1,100.00)

Provisions have been made for a ‘Transit Zone’ along the Northern shoreline, for vessel operators accessing via the Woodburn boat ramp where Roads and Maritime Services Boating Safety Officers or control vessel operators (via control vessels and control points on shore) will, at times during the event authorise local vessel traffic to transit the Zone.

Vessels navigating the transit zone must do so at a speed not exceeding 4 knots, must produce no wash, and must comply with any direction given pursuant to (a) above.
