NorthConnex is a nine kilometre tunnel that will link the M1 Pacific Motorway at Wahroonga to the Hills M2 Motorway at West Pennant Hills, removing around 5,000 trucks off Pennant Hills Road.

Lendlease Bouygues Joint Venture has been awarded the contract to design and deliver the work.

  • Start date of major construction: June 2015
  • Expected completion: 2019.

Project objectives

  • Provide a motorway that is safe and reliable for road users
  • Reduce traffic congestion along Pennant Hills Road providing shorter travel times for road users
  • Reduce the number of heavy vehicles using Pennant Hills Road to improve safety, local air quality and reduce traffic noise
  • Provide opportunities to improve public transport travel times and services around Pennant Hills Road
  • Provide a more efficient state and national freight route
  • Provide a high standard motorway that integrates with the regional transport network
  • Minimise adverse social and environmental impacts in the local area during construction and operation
  • Demonstrate excellence in design and environmental sustainability
  • Be economically justified and affordable to Government.

Project features

  • Twin motorway tunnels with a three lane capacity for future traffic growth
  • A Northern Interchange connecting the M1 Pacific Motorway, the Pacific Highway and Pennant Hills Road
  • A northern ventilation outlet and support facilities located within and immediately adjacent to the existing M1 Motorway corridor
  • A Southern Interchange connecting with Pennant Hills Road and the Hills M2 Motorway
  • A motorway control centre, ventilation outlet and support facilities located near the Southern Interchange
  • Integration on the Hills M2 Motorway to provide an extra 3.5 km lane, as well as on and off-ramps, and bridge widening works from Pennant Hills Road to the Windsor Road interchange
  • On and off-ramps linking the tunnel and the existing M1 Pacific Motorway, north of Edgeworth David Avenue and the Hills M2 Motorway at Pennant Hills Road
  • Tunnel support facilities to provide air intake systems, emergency smoke extraction outlets and substations.

Roads and Maritime Services is proposing to handle, manage and beneficially reuse up to 1.5 million cubic metres of spoil from NorthConnex at Hornsby Quarry- an environmentally sustainable use for the spoil.
