Improve traffic flow within Riverstone Town Centre – proposed short-term work

Start of construction for Westminster Street and Railway Terrace intersection upgrade from 12 April 2016

Roads and Maritime Services has identified that new traffic lights at the Westminster Street and Railway Terrace intersection would significantly improve traffic flow along Bridge Street and improve safety for road users. Traffic lights would also make it safer for pedestrians and cyclists to cross at this location. A start of work letter (PDF 430Mb) was distributed to local residents, to update them on the upcoming construction activities.

Once built this project will provide:

  • Two lanes in each direction along Railway Terrace at the new Westminster Street and Railway Terrace traffic light intersection, and part of a shared path on the western side of Railway Terrace. This work will support Blacktown City Council plans for future Railway Terrace upgrades
  • A ‘No Right Turn’ sign for traffic turning right from Railway Terrace into Westminster Street. This restriction will only apply during peak times.

This work will be carried out during standard construction hours, Monday to Friday between 7am and 6pm, and on Saturdays between 8am and 1pm.

There will however, be some initial night work including set-up of the worksite, which will start from 7pm on 12 April 2016 to 5am on 15 April 2016. We will inform residents and stakeholders of any other out-of-hours work as required.

Denmark Link Road – have your say

As part of the short-term work proposed for the North West Growth Centre Road Network Strategy we are planning to build a link road from the intersection of Garfield Road West and Denmark Road, Riverstone to Westminster Street, Schofields.

A number of options were developed and an assessment was carried out with key stakeholders to select a preferred option. An Options Report (PDF 9.8MB) has been prepared detailing the process carried out in the selection of the preferred option. This report is now available to view.

Westminster Street traffic lights proposal

In August 2015 the community was consulted on a proposal to provide traffic lights at the intersection of Westminster Street and Railway Terrace, Schofields. This proposal is part of the short-term work for the Road Network Strategy. Comments on this proposal closed on Friday 24 August 2015.

Planning approval has been obtained for this project now. A report summarising issues raised during consultation and our responses will be available soon on our website.

Construction is expected to start early 2016, weather permitting.

Project background

Roads and Maritime has identified road network upgrades needed to implement the Road Network Strategy and ensure the development of the North West Priority Land Release Area is supported. As part of these upgrades, we are proposing to improve traffic flow within the Riverstone Town Centre in the short-term by:

  • Working with Blacktown City Council to develop local plans to improve traffic flow within Riverstone Town Centre, access to Westminster Street bridge and provide input into the development of their Riverstone Town Centre master plan
  • Working with the Department of Planning and Environment, councils and the community to define the Bandon Road corridor and the underpass/link between Windsor Road and Richmond Road
  • Working with the Department of Planning and Environment, councils and the community to develop a preferred option for the Bandon Road corridor and underpass between between Richmond Road, Marsden Park and Windsor Road, Vineyard.

Roads and Maritime will also complete work on the Schofields Road upgrade between Tallawong Road and Richmond Road. This will create one of the required grade-separated crossings of the Richmond railway line for traffic travelling east-west that is indenditifed in the North West Growth Centre Road Network Strategy.
