Empire Bay Drive at The Scenic Road, Kincumber intersection upgrade

Roads and Maritime Services is upgrading the intersection of Empire Bay Drive, The Scenic Road and Cochrone Street. The project aims to reduce congestion, and improve traffic flow and travel times for the 25,000 motorists travelling along Empire Bay Drive between Kerta Road and Avoca Drive each day.

OCT 2019Works continuing

Work is continuing to be carried out between 7am and 5pm on weekdays and between 8am and 1pm on Saturdays, weather permitting.

We will be also be working at night from Sunday 20 October. We will be working between 6pm and 5am from Sunday to Thursday and expect to complete the work in five shifts, weather permitting. Work will include:

  • Connection and commissioning of new sewer pipeline on Empire Bay Drive including sewer bypass pumping in Sundowner Avenue and Cochrone Street
  • Installation of new gas pipeline crossing Cochrone Street.

A permanent 40 km/h reduced speed limit remains in place through the work zone for the safety of motorists and workers.

Project information

Empire Bay Drive is a critical link between the Central Coast suburbs of Woy Woy, Ettalong and Umina in the south and Terrigal, Kincumber and Erina in the north.

Empire Bay Drive is currently one lane in each direction and is a pinch point for the 25,000 motorists travelling each day between Kerta Road and Avoca Drive at Kincumber.

The existing roundabout at Empire Bay Drive, The Scenic Road and Cochrone Street has one circulating lane. During peak hours, motorists are required to wait for long periods at the roundabout which has a substantial impact on traffic flow.

The NSW Government allocated $6.5 million in 2018/19 for the start of work.

The project aims to:

  • Improve and provide consistent travel times, whilst reducing congestion along Empire Bay Drive
  • Support economic growth and productivity by providing road capacity for current and projected traffic volumes
  • Encourage active transport by providing appropriate facilities for walking and cycling
  • Reduce queuing on Empire Bay Drive that extends onto Avoca Drive
  • Improve motorist safety
  • Provide safer pedestrian and cyclist facilities near the intersection.

As a result of our continued planning and development of the project, we have updated the Review of Environmental Factors (REF) to include more details in the Addendum review of environmental factors.

A submissions report summarising feedback received during the REF display, our responses and details of changes to the design and REF made after community feedback. More information is also available in the May 2018 project update.
