Roads and Maritime Services would like to thank the community for providing their feedback on plans to close Lawrence Hargrave Drive between Otford Road and Chellow Dene Avenue to allow for this work via our online survey link.

We opened up an online survey to the community for six weeks from Tuesday 16 July to 5pm Friday 30 August. Further feedback is welcome via email to allow the community and motorists to provide further information on how we can minimise the impact these proposed closures may have.

We have conducted in-depth geotechnical investigations and have identified a number of locations where we need to carry out work to stabilise the slope and reduce the risk of land slips.

For the safety of motorists and workers, and to minimise disruption to residents whilst doing the work, we are currently proposing to close the road in two stages each of four weeks, 24 hours a day. The closure dates have not been confirmed and we are using the survey responses to formulate our closure times and how we can minimise the impact on the community and motorists.

This work is essential to keep the road safe and open to traffic in the long term.

Residents within the closure area will be able to access their property at all times.

During the proposed closures detours will be in place via Bulli Pass and the M1 Princes Motorway.

Your feedback will help us finalise the timeframe for this work and to alert us to any issues or concerns you may have. The survey comments and suggestions will be reviewed; we will update the community about the outcomes via a consultation report that will be made available on the project web page in the coming months.

Roads and Maritime will continue to work closely with residents, businesses and motorists following the closure of the online survey and will discuss appropriate mitigation measures if required.

Project background

Lawrence Hargrave Drive crosses the Illawarra Escarpment at a geotechnically unstable location. It is prone to slope movement creating cracking in the road surface and shoulders.

We have conducted in-depth geotechnical investigations and as a result, we have identified a number of sites between Otford Road and Chellow Dene Avenue where we need to carry out work to stabilise the slope and reduce the risk of land slips.

We have investigated various methods and timeframes to identify and assess the safest, most efficient and effective way to carry out the work.

Work to be carried out includes installing soil nails and other remediation work to reinforce and strengthen the ground.

We will also construct a concrete retaining wall and improve drainage to assist with groundwater run-off, which can contribute to cracks in the road surface.

This work is essential to keep the road safe and open to traffic in the longer term.

For the safety of workers and motorists, Lawrence Hargrave Drive will be closed to all traffic in both directions, seven days a week.

We have looked at a number of options for this work, including working with one lane open and opening and closing the road to cater for peak hour and weekend traffic.

However, the work involves using large machinery which takes a lengthy amount of time to set up and pack down, and the size means it doesn’t leave enough room for vehicles to pass safely.

Residents within the closure zone will have access to their properties at all times with the assistance of traffic controllers.

Incident management

We have held discussions with all emergency services and will continue to work with these and other affected stakeholders to deliver effective incident management plans.

Detailed plans for traffic and emergency management of the detour routes have been prepared and together with NSW Police, we be monitoring all detour routes during the closure.

We are also working directly with authorities including Wollongong City Council, NSW Train Link, the freight industry, emergency services, schools and local businesses.

We thank the community for their patience while we carry out this important safety work.

Next steps

We will review and consider the community’s feedback, which will be included in the Review of Environmental Factors.

Following this, we will update the community of the outcomes and the work details. It is expected this information will be available in late 2019.

We will be working closely with residents impacted by noise to discuss appropriate mitigation measures.
