Roads and road transport are important to local economies and meet the accessibility and growth needs of rural communities. Well-planned, well designed and well-built roads and transport infrastructure are vital for economic development – for both community and business.
JAN 2018Murray River Crossings Investment Priority Assessment
An assessment of the 32 Murray River crossings has been carried out as a joint project between Roads and Maritime Services and VicRoads.
The Murray River Crossings Investment Priority Assessment will help to inform and prioritise future investment decisions for the crossings.
The assessment was reviewed earlier this year to take into account the construction of a new crossing at Echuca Moama Bridge and restoration of Barham Koondrook Bridge, expected to finish this year.
The assessment process considered each crossing in relation to its Higher Mass Limit for freight; connectivity; road safety performance and asset reliability; condition of the bridge; proximity to nearest alternate crossing; and dedicated facilities for pedestrians and cyclists (for twin towns). The heritage impact was not considered.
Multi-criteria analysis was used to generate a score for each crossing, categorising each into short (five years), medium (five to 10 years) and long-term (10 years +) priorities for likely future investment. A list of these priorities can be found in the assessment report.
The assessment does not focus on specific crossing solutions. The next steps will be to identify and prioritise solutions for the short, medium and long term.

Current planning to replace bridges along the Murray River include:
- Swan Hill
- Yarrawonga and Mulwala
Roads and Maritime Services has completed a planning study into a replacement bridge over the Murray River Bridge at Swan Hill.
The preferred option is an intermediate level bridge upstream of the existing bridge known as Option 9a.

The NSW and Victorian governments announced in May 2009 the joint funding of a planning study led by VicRoads into the feasibility of six identified routes for a new crossing between Yarrawonga in Victoria and Mulwala in NSW. In June 2011 three crossing options (Green, Yellow and Grey) and three connections to the Murray Valley Way (A,B and C) were shortlisted for further investigation.
The Grey route was announced in November 2015 as the preferred option.

Roads and Maritime Services, in partnership with VicRoads, identified three strategic route options for further investigation to replace the Murray River bridge on the Mallee Highway at Tooleybuc.
The yellow option, a high level bridge downstream of the existing bridge, has been identified as the preferred option.
The project is part of the NSW’s Government Bridges for the Bush initiative, which aims to improve freight productivity in regional areas.
