Project information
The NSW Government is investing $275 million to improve safety and travel times on Nelson Bay Road. The duplication of Nelson Bay Road is being delivered as a program of work. Early work on the project to upgrade the intersection of Nelson Bay Road and Medowie Road and the intersection of Nelson Bay Road and Lemon Tree Passage Road has been completed. Transport for NSW (Transport) is currently planning for duplication of Nelson Bay Road from Williamtown to Bobs Farm as the next priority for the corridor.
In September 2019 Transport consulted with the community on on-line and off-line route alignment options for two sections of duplication, Williamtown to Salt Ash and Salt Ash to Bobs Farm. The community were asked to provide feedback on an on-line route that would follow the existing Nelson Bay Road alignment and an off-line route that would follow a new road alignment for both sections of duplication.
In March 2020 Transport published a Community Consultation Report that summarised the feedback received from the community during the September 2019 consultation period. This community feedback included suggestions for an alternative off-line route alignment.
Transport has investigated the alternative off-line route alignment and is now seeking community feedback on all three route options.
We are also carrying out preliminary planning and investigation work on the project. Investigation work includes site investigations by environmental and Aboriginal heritage specialists.
On-line option
Duplication of the existing road over two sections.
Williamtown to Salt Ash section:
- Starts at Medowie Road, Williamtown roundabout
- Duplication of existing road for about 5 km including widening of the road corridor
- Ends about 800m from Richardson Rd roundabout
Salt Ash to Bobs Farm section:
- Starts at Lemon Tree Passage Road roundabout
- Duplication of existing road for about 4.5 km including widening of the road corridor
- Ends at the existing dual carriageway through the sand hills.
Off-line option
Build new road over two sections.
Williamtown to Salt Ash section:
- Starts at Medowie Road, Williamtown roundabout
- Build new off-line road for about 5 km
- Ends about 800m from Richardson Rd roundabout
Salt Ash to Bobs Farm section:
- Starts at Lemon Tree Passage Road roundabout
- Build new off-line road for about 4km including widening of the road corridor
- Ends at the existing dual carriageway through the sand hills.
Off-line option - New alternative option
Build a new road over one longer section.
- Starts at Cabbage Tree Road roundabout (Lavis Lane)
- Build new off-line road for about 11 km
- Ends at the existing dual carriageway through the sand hills
- Midway intersection at Salt Ash connecting to local network via link road (Oakvale Drive).
The key features of all options are:
- two lanes in each direction
- improved intersection access
- improved shoulders for cyclists
- minimum 80km/h design.
Three primary route alignment options are being considered for both sections of the project.

We will consider all feedback received from the community and key stakeholders to determine a preferred route alignment for the project.
We will publish a community consultation report in 2021 and will continue to keep stakeholders and the community informed as planning for the project progresses.
We are also planning for the construction of about one kilometre of dual carriageway located at Bobs Farm, adjoining the previously duplicated road. A Review of Environmental Factors (REF) for this section of duplication has been prepared. This proposed section of duplication is not impacted by the route options that are being considered for the remainder of the Williamtown to Bobs Farm duplication project.
