The NSW Government is investing $20 million to upgrade the Newell Highway and Mitchell Highway intersection to improve safety and efficiency. The roundabout will be removed and replaced with traffic lights to better regulate traffic flow.

AUG 2020Watermain and sewer main relocations

Motorists, residents and businesses are advised there will be watermain and sewer main relocations on the Newell Highway and Mitchell Highway near the intersection for approximately three months.

The watermain and sewer main relocation work on the Newell Highway and Mitchell Highway will be carried out between 7am and 6pm from Monday to Friday from Monday 10 August and is expected to take three months to complete, weather permitting. JUL 2020Drainage relocations on Newell Highway

Motorists, residents and businesses are advised there will be drainage relocations and new drainage infrastructure constructed on the Newell Highway near the intersections of Elizabeth Street and Elizabeth Lane.

The work at the intersection of Elizabeth Street and the Newell Highway will be carried out on weekdays from Monday 3 August and is expected to take one week to complete, weather permitting. Work at the intersection of Elizabeth Lane and the Newell Highway will be carried out on weekdays from Wednesday 12 August and will take approximately two days to complete, weather permitting.

Changed traffic conditions including reduced lane widths, temporary safety barriers and a reduced speed limit of 40 km/h will be in place during work hours. When Elizabeth Street is closed, detours will be available via Young Street. During the closure of Elizabeth Lane, detours will be via Baird Street and Stonehaven Avenue. JUL 2020Retaining wall upgrade on the Newell Highway

The existing retaining wall on the western side of the Newell Highway between Baird Street and Elizabeth Street will be upgraded as part of the intersection upgrade from Wednesday 29 July 2020.

Demolition of the existing retaining wall and construction of the new structure will start on Wednesday 29 July and will take approximately six weeks to complete, weather permitting. The existing bus stop that is currently on the south side of Elizabeth Street will be moved temporarily to the north side of Elizabeth Street. This change will happen from Monday 27 July when traffic barriers will be installed at the work site. JUL 2020Utility relocations on the Mitchell Highway

There will be drainage relocations and new drainage infrastructure constructed at the Mitchell Highway and Newell Highway intersection, as well as near the intersection of the Newell Highway and Baird Street in July and August.

Drainage utility relocation work on the Mitchell Highway and Newell Highway near the intersection will be carried out at night between 6pm and 6am from Sunday to Thursday for two weeks from Sunday 19 July 2020.

Drainage work will also take place at the intersection of the Newell Highway and Baird Street between 6pm and 6am from Sunday to Thursday from Sunday 26 July 2020.

JUN 2020Slip lane closure at roundabout

Motorists, residents and businesses are advised the slip lane from the Mitchell Highway onto the Newell Highway will remain closed until mid-2021, weather permitting.

The closure of the slip lane was put in place in early June 2020 to help manage early construction work at the intersection. TfNSW has monitored the traffic impact of the changes and will keep the slip lane closed to utilise the area during construction. MAY 2020

MAY 2020Utility relocation work

Extensive utility relocations started in May and will continue throughout 2020. Telstra and stormwater relocations are continuing throughout the project site. Transport for NSW is encouraging residents and business owners who are near the intersection to provide their contact details to receive information about these works as they progress.

Telstra will be working on the Newell Highway, near the intersection with Baird Street, from Monday 18 May for approximately one week. There will be some temporary traffic control measures in place to ensure the work zone is safe. The Newell Highway will operate as contra-flow, under traffic control from East Street to Elizabeth Street for the safety of workers and road users. Stormwater relocations are scheduled to start from Monday 18 May near the intersection of the Mitchell Highway with Stonehaven Avenue and Beni Street.

The intersection of the Mitchell Highway and Stonehaven Avenue will be closed from Monday 18 May for two weeks. The intersection of the Mitchell Highway and Beni Street will be closed from Friday 22 May for one week. APR 2020Utility relocation work

The next stage of the Newell Highway and Mitchell Highway intersection upgrade involves extensive utility relocations. Work to relocate utilities will start from Monday 4 May and will continue progressively throughout the year. Transport for NSW is encouraging residents and business owners who are near the intersection to provide their contact details to receive information about these works as they progress.

Starting from Monday 4 May, the first utility relocation work will be for Telstra relocations and stormwater relocations. Telstra relocations will continue for approximately six weeks and stormwater relocations will take approximately six months.

Other relocations will include NBN, Nextgen, water mains, sewerage, electrical reticulation, gas, drainage and streetlighting within the project footprint.

As the project is located at a very busy intersection, utility works will involve a high level of complexity and will take up to seven months to complete. Transport for NSW will plan and implement the staging of the work around the needs of businesses at the intersection to minimise impacts where possible.

The community will be kept informed before each new stage of relocation works begins and information will be provided about the timeframe and impacts of all construction activities.

FEB 2020Consultation Report is now available

Transport for NSW invited the community and stakeholders to view the proposed design for the Newell Highway and Mitchell Highway intersection upgrade from Monday 27 May 2019 until Friday 28 June 2019. During this time, Transport for NSW received a total of 107 responses to the design.

JAN 2020Demolition work

Demolition of the former Amber tiles building has been completed.

Utility work will start following the demolition activity. This will involve Telstra, NBN, Nextgen, water mains, sewerage, electrical reticulation, gas, storm water and street light relocation within the project footprint.

NOV 2019Modified design

The NSW Government has modified the design for the intersection at Baird Street and the Newell Highway after listening to the Dubbo community.

During the consultation process, Transport for NSW was made aware that restricting right turns around the intersection at Baird Street and the Newell Highway would impact commuters, residents and local businesses.

Based on the feedback, the NSW Government modified the design of the upgrade to include traffic lights, allowing a right hand turn onto Baird Street for vehicles travelling north on the highway.

Newell Highway traffic will also be able to turn right onto Baird Street to travel towards West Dubbo.

The installation of traffic lights at Baird Street will be part of the broader project to remove the roundabout at the Newell Highway and Mitchell Highway intersection and install traffic lights.

Project information

This critical upgrade will reduce congestion at this busy intersection for locals and for traffic travelling through Dubbo. The Newell Highway and Mitchell Highway are part of the National Land Transport Network - an essential link for businesses and industries connecting major cities and regions. These routes are a vital part of the road network through Dubbo and the surrounding region.

During early development of the project, businesses and residents on each leg of the roundabout were consulted with and advised that the project was being developed. Consultation with stakeholders and businesses started in 2018. Once a more detailed design of the upgrade was complete, the project team met with stakeholders in 2019 and these meetings are continuing.

Transport for NSW is committed to keeping the community informed throughout the development of the project and will continue to meet with stakeholders near the project.

The Newell Highway and Mitchell Highway intersection upgrade includes the following features:

  • Traffic lights will replace the existing roundabout
  • New pedestrian crossings on all four sides of the intersection, with foot ramps to improve wheelchair and pram access
  • Intersection widening to allow for increasing traffic volumes
  • Additional merge lane that minimises parking loss at Victoria Street shops
  • Relocation of underground utilities and overhead power
  • Safer turn paths for road trains (up to 36.5m long)
  • New stormwater system to improve drainage in a high rainfall event.

Investigation work for the project started in June 2019. Transport for NSW carried out potholing on the lanes around the intersection and parking areas to identify the location of underground utilities. Further investigation work will take place in early 2020.

Building condition assessments have been completed on properties around the intersection, with some building condition assessments still needing to be conducted in 2020.

Demolition of the former Amber Tiles building on the north-eastern side of the intersection was completed in early 2020.

We are committed to keeping the community and stakeholders informed as the project develops.

The project is expected to open to traffic in 2021, weather permitting.
